Outbound Engineering is built and run by one person, on infrastructure he built first for himself.
I started by trying to get an email from a new domain into a real person's inbox, and found that nothing about it was easy. So I built a pool of domains that warm each other, with reputation measured on every one. That became warming.email.
Then I built a browser tool that lets an agent read the pages I am already logged into and turn them into structured company records, with a note on where each fact came from. That is Crawlio for Chrome, and it is open source.
Put a warmed domain next to a prospect base that carries its evidence, add campaigns run as experiments and an agent that watches the inbox, and you have one machine. This site is the name for that machine and the service of running it for you.
Rashid Azarang writes about the systems behind this at rashidazarang.com.

Three screens, then thirty minutes with the person who builds the system. If outbound is not worth running for you, you hear that too.
